This painting was drawn by a group called “Time’s up” in March to call the attention to the NYPD's widely-criticized handling of crash investigations.
Including the scene of Ryo’s accident, they painted at the scene where Tenzin Drudak who was killed in a car accident and also the other six places where cyclists and pedestrians were killed in accidents.
Keegan Stephan, a member of Time’s up said
”By declaring ‘no criminality suspected’ within hours of deadly crashes and yet refusing to release their investigations, the NYPD is whitewashing traffic violence to the public, withholding potentially emotionally-healing information from grieving families, and robbing safer-streets activists of the information they need to best advocate for a livable city."

An accident occurred in this month again. Teenagers were killed or seriously injured on their legs and back by a driver who lost control of his SUV in Queens in the morning of September 12th. The video shows that he obviously drove up onto the sidewalk and struck the innocent pedestrians. But the driver has not been charged.
As in Stephan’s comment, I also feel it is wrong that the NYPD announces “no charge” immediately without releasing the information of their investigations neither to the public nor the family, even though this is such a serious accident.
This situation makes NY citizens not to be able to know the truth.
Not only the victims and their family get damaged physically and psychologically, but also they are not able to know the reason why the driver is not charged, because the NYPD refuses to release their investigation. As long as they continue the same way, I do not think it is possible to avoid the next accident. And also, the rights to know which the victim’s family should have be protected in the future.

As you can see in the comments to the related article, the New Yorker does think the situation should be changed. I do not understand why the administration of NYC cannot change this situation and why NYC maintains this situation.
